About The Role

Hilltops Council is seeking an experienced Chief Financial Officer to join its management team in Young, NSW.

Reporting to the Director Corporate & Community, you will provide strategic and operational leadership across Council's finance function while helping shape the organisation's long-term financial direction.

More specifically, your responsibilities will include:

  • Leading Council's financial planning, budgeting, reporting, and sustainability initiatives
  • Providing strategic financial advice to the Executive Team and Council
  • Presenting budgets, financial statements, and performance reports to key stakeholders
  • Leading audit processes and ensuring compliance with legislative and reporting requirements
  • Driving improvements in financial reporting, business intelligence, and decision-making capability
  • Leading and developing a multidisciplinary finance team
  • Overseeing Council's investment portfolio, revenue management, and financial governance frameworks

The Leader We're Looking For

To qualify, you will need tertiary qualifications in Accounting, Commerce, Finance, or a related discipline together with CPA or CA accreditation. A minimum of 5 years' local government experience in a senior finance leadership role will also be essential.

Additionally, the following skills and experience will be highly valued:

  • Extensive experience in local government financial management and statutory reporting
  • Strong understanding of NSW Local Government legislation, regulations, and reporting requirements
  • Expertise in long-term financial planning, budgeting, rating, and revenue management
  • Experience leading external audits and working with Audit, Risk and Improvement Committees
  • Advanced financial modelling, analysis, and commercial decision-making capability
  • Proven success leading and developing high-performing finance teams

Most importantly, you're a hands-on and credible finance leader who understands both the numbers and the business behind them.

You'll thrive in a collaborative environment, bring confidence to challenging conversations, and have the judgement, resilience, and emotional intelligence to build trust across the organisation. Comfortable presenting to Council and equally engaged with your team, you'll lead with clarity, accountability, and a genuine commitment to community outcomes.
